Description
Reports to CIO with responsibility to determine implementation of department-wide policies and programs encompassing all aspects of human resource management including: recruiting, employee & management training, wage and salary administration, placement, evaluation, and organizational development. Works with department leaders to understand the direction of the department and align the Human Resources goals directly to the business goals, focusing on strategic planning and the department's objectives. Is responsible for overall recruiting process and methodology and directs efforts of recruiting team. Objectively coaches employees and management through complex, difficult, and emotional issues while managing day-to-day HR requirements. Acts as the escalation point and advisor to managers on employee-related issues, ensuring fair and equitable treatment of employees and minimizing liability. Partners with central human resource function to develop organization-wide human resource policies and practices.
Qualifications
Experience directing the human resource function in an IT, engineering, or related industry at a senior management level

Strong experience directing a successful recruiting function and/or experience in the recruiting function

Demonstrated experience designing performance management processes and ensuring that performance issues are addressed properly

Track record of building strong relationships as part of a high energy team

Excellent communication skills -- ability to have difficult discussions and keep confidences

Ability to coach and direct managers through complex employee issues

Ability to develop training programs and effectively present concepts to groups

Ability to increase performance by motivating employees through morale events, incentive programs, developmental programs, etc.

Experience and skill in managing professional and support staff

Able to lead in the analysis and design of organizational processes

Able to effectively coordinate with Central HR to receive all support needed for the ICS Department

Ability to analyze, develop, and implement needed changes on time and target

Experience acting as a change agent regarding HR practices

Masters Degree in Human Resource Management; or Bachelors Degree plus at least 8-10 years administrative human resource experience or equivalent education/experience including employee relations, employee development, recruiting, and strategic planning

At least 3-4 years experience in an advisory role and experience leading an HR team, preferably in a decentralized environment

Current knowledge of laws and regulations governing human resources

PHR/SPHR, strongly preferred
